Submissions of Cases to the CAO

 The Chief of Pensions and Gratuities in liaison with the Director of Records of the UPDF will summarise the mandatory information of a military veteran/ claimant on Pensions form PSF 18 or 20 (attached as annex II) as appropriate, open a file with other required information.

The COPG shall then pass the file on to the Zonal Pensions Officer requesting the Zonal Pensions Officer for completion of the file/provision of required information.

The Zonal Pensions Officer shall then verify the information given and if the information from COPG is consistent, the Zonal Pensions officer shall send the file to the CAO. If there are gaps that need clarification, the Zonal Pensions Officer, shall contact the COPG to clarify the information in the file and once satisfied he/she will then   submit the file to the CAO.  

The CAO shall decide how the gaps can be filled. If there is need to contact a claimant for more information/documents, the CAO will use his/her administrative channels to trace the claimant.

In case there is a dispute over the estate of the deceased officer/militant, the CAO shall refer the matter to the LC III court to resolve the conflict and issue an Estate form.

Once the LCIII Court awards an Estate Form, the form shall be sent to the CAO who shall sanction the file as complete and hand the file back to the Zonal Pensions Officer for onward submission to the COPG for further action.

A claimant may also initiate the process by contacting the CAO to process the Pension/Survivor Benefits. In this case, the CAO and the Zonal Pensions Officer shall verify and authenticate all the records submitted and if they are satisfied, the Zonal Pensions Officer shall submit the file to the COPG for further action. If the CAO and the Zonal Pensions officer are not satisfied, the same process outlined above shall be followed until the file is complete and submitted for processing by the COPG or sent for investigation by the Uganda Police in case of suspected fraud.

 The information required to make the file complete shall include the following.

Service Pension:

The file for Veterans who are still alive shall have the following:

  • Discharge certificate and in case of loss of the certificate, a police report to secure a certificate in lieu.
  • Pension form NS7.
  • Appointment letter,
  • Last pay slip

The file for deceased veterans shall have the following:

  • Discharge certificate;
  • Death certificate;
  • Estate  form filled by the LCIII court;
  • Pension form NS 18&20.

The file for Survivor benefits shall have the following:

  • Death certificate;
  • Estate Form filled by the LCIII court;
  • Pensions form NS7; and
  • Copy of the Identity card for the claimant.

The file for Ex-gratia payment shall have the following:

a. Living Officer or Militant.

     i.          UPDF Ex-gratia Form; and

    ii.         Identity card.

b. Claimant for the deceased Ex-combatants excluding WW2:

     i.          UPDF Ex-gratia Form;

     ii.         Estate Form filled by the LCIII court; and 

    iii.         Identity card for the claimant.

After completing the file by the CAO, the Zonal Pensions Officer will formally send back the file to PS/MOD for processing payment and further action.
