Achievements of the OWC so far

We have created debate in the agricultural sector. The arguments are constructive and better results are expected in the near future.

We have identified the existing gaps in the sector which will help to provide targeted interventions in the sector.

We have connected the government to the people. Millions of Ugandans have responded to the Operation and are eager to participate, especially by receiving inputs and value addition equipment.

Mobilization of other stakeholders in the agricultural sector. College of Agricultural and Environmental Sciences, Makerere University, Grain Council, Banks and their warehousing system, microfinance institutions are beginning to position themselves.

Challenges faced by OWC

Lack of coordination by the mandated agencies.

Lack of a structured marketing system.

Low level of financing

Failure to work out a partnership between the public and private sectors.

Quality issues for both planting and breeding inputs and outputs.

Post-harvest losses. Recent studies found that on top of very low productivity, the farmers are losing nearly half of the little they harvest. This is an area which requires urgent attention.

Value addition. We are losing a lot by exporting grain and unprocessed products. We need to invest strategically in value addition. The Namunkekera Rural Industrial Centre (NRIC) model provides a good starting point, and need be considered to avoid losing more time.

Unclear Standard Operation Procedures for the OWC. There is lack of clarity among civil Government actors on the deployment of military officers in the various constituencies and their roles, despite the intervention by H.E. the President.

Weak inter-ministerial and sectoral linkages. Although H.E. the President in October 2014 directed that an inter-ministerial working committee among ministries of agriculture, finance, water and environment, trade, industry and cooperatives, and local government, be constituted and coordinated by the ministry for presidency and ensure that it works proactively with the Overall Commander of the OWC to implement pertinent interventions that fall under the jurisdiction of the respective ministries, this has not fully been materialized.
